Diverse Staffing is currently seeking a Senior Level Budget and Financial Management Advisor for The National Cancer Institute’s Office of Budget and Finance in Bethesda, MD.  You will report to work 40 hours per week, 1st shift Monday through Friday.  Diverse Staffing offers accrued vacation capped at 80 hours, 10 paid holidays and insurance.

The primary objective of this effort is to have ongoing support from a senior level budget and financial management advisor to work with NCI’s Office of Budget and Finance (OBF) staff and to serve as a liaison between OBF and colleagues at the National Institutes of Health Office of Financial Management. 
OBF seeks expertise in financial reporting, especially of non-appropriated funds, so that NCI’s budget can be accurately recorded. In addition, NCI would benefit from process improvement efforts and knowledge sharing with staff.

As the Senior Budget and Financial Management Advisor you will perform tasks including but not limited to the following:
  • Provide senior level advisory services at the request of the NCI Budget Office for an array of budget and financial management topics and requirements including but not limited to developing funding models, reports, responses to queries, tracking balance of accounts, analyzing data, proposing business process improvements, and supporting the NCI budget office staff.
  • Support the NCI Budget Office with close out activities and post-closing reporting activities.
  • Support the NCI Budget Officer by training staff on a variety of budget assignments.

Job Requirements

You qualify if you meet the following minimums:
  • Master’s degree in business or a related field
  • Pass in-depth background/credit check
  • Minimum of ten years of related experience
  • Minimum of five years of senior executive experience at the National Institute of Health as a Budget Officer, Financial Expert, or Executive Officer with responsibility for Institute or program budgetary or financial activities. 
  • Minimum of five years of experience in delivering and presenting budge and financial management strategies to senior level staff and in-depth knowledge of extramural and intramural funding mechanisms.
  • Familiarity with the mission, programs and organizational structure of the NIH.
  • In depth experience with the NIH Office of Budget, NIH Office of Financial Management, Institute budget and financial functions, and NIH reporting systems.
  • Expertise in Microsoft Office Suite (MS Word, Excel, Outlook).
  • Strong communications skills, both oral and written.
  • Excellent analytical, organizational, and time management skills.
